Measuring the impact of employment on persons with a disability as a means of improving the quality of employment outcomes
Overview
Current disability employment measures emphasise system outputs rather than the real impact on individuals. A review of research since found very few approaches that assess personal employment outcomes, with most focusing on processes and compliance. The paper argues for an outcomes-based framework grounded in social quality theory – social inclusion, social cohesion, self‑determination and socio‑economic security – to better reflect and improve the employment experiences of people with disability.
