Overview
This 4th annual report for Australia’s disability strategy 2021–2031 outcomes framework provides an overview of the progress made on outcomes for people with disability in 2025. The report shows mixed outcomes, with some measures improving, some showing no change, some regressing and some being measured for the first time.
The outcomes framework is a key initiative under Australia’s disability strategy 2021–2031 to measure, track and report on outcomes for people with disability over the life of the strategy. The framework covers seven outcome areas: employment and financial security, inclusive homes and communities, safety, rights and justice, personal and community support, education and learning, health and wellbeing, and community attitudes.
Of the 64 measures, 32 were updated, 12 showed improvement, 10 showed no change and 10 showed regression. There are also 12 measures that are listed in the framework dashboard for the first time, establishing a baseline to track future progress.
Key findings
- The proportion of people with disability who feel represented in leadership roles has increased.
- The number of involuntary hospital admissions per 100,000 people with disability decreased.
- The proportion of undergraduate higher education students with disability increased.
- The proportion of NDIS participants aged 15–64 in the labour force who are in open employment at full award wage increased.
